To create a link to a specific folder or directory on the Windows 8 Desktop Taskbar you need to employ a small trick. Here are the steps.

1. Launch and instance of File Explorer and navigate to the folder you wish to add to the Taskbar.
2. Right click (long press) the folder and choose Send to>Desktop (create shortcut).
3. Go to the Desktop and right click (long press) the shortcut you just created and select Properties.
4. In the Target field add "explorer " (that is word explorer followed by a space without the quotes) and click ok.

Example: explorer C:\Users\Name\Music

4a. *Optional* Right click (long press) the shortcut and click the Change Icon button. Select the icon and ok. Then ok again.
5. Drag the shortcut to the Taskbar or right click (long press) the shortcut and select Pin to Taskbar.
6. *Optional*Delete the Desktop shortcut

I just right click on taskbar and pick Toolbars> then New Toolbar... and navigate to the folder I want.

A good folder to use as a toolbar is C:\ProgramData\Microsoft\Windows\Start Menu\Programs. Works almost like the old start button.
