how to access desktop taskbar via touch

My desktop taskbar is set to auto hide, and I cannot access it using touch, only with a mouse .. Also I cannot bring it up using the pen.. any ideas on fixing this would help a lot!

Swipe down from the desktop off the screen the task bar should popup.

Swipe down from the desktop off the screen the task bar should popup.

Ive tried swiping everywhere possible on the desktop... especially near the bottom... nothing.
