Because the drivers on Intel's site are Reference Drivers and takes the OEMs some time to modify and optimize the drivers for their devices. SP4 version of the driver doesn't include the Control Panel as it impacts overall battery life. You can install the Reference Drive manually but you will see about 20-50% less battery life and may have Connected Standby issues.I am curious why the SP4 doesn't match the latest drivers on Intel's website? Also I can't seem to find the Intel Control Panel on the current SP4 with the latest updates installed.
