Anyone figure out how to set global settings?

Some things I do with the admin account stick while others do not.

For example, all the networking and system update settings stayed...but telling it that the map can use my location never does. Also would like to set a few favorites in the Edge browser for all users but that doesn't stay either.

Only changes made in the Settings on the device are persistent. Other options, such as check boxes in pop-ups within an app are not persistent. For example, if you install an app from the store, and that app presents a EULA that you must agree to in order to use the app, you will need to accept the EULA the first time you launch that app in every session.
You can not save favorites in the Edge browser, but you can configure the default home page using an MDM such as Intune.
