docking station USB behavior question

I am running a Surface 2 Pro 8GB/512GB in a docking station and have been getting USB controller resource warnings. I connect the docking station USB 3.0 port to an Anker hub, which has 9 USB 3.0 ports, a 2.1A charging port, and a 5A power supply. The docking station has 1 USB 3.0 port and 3 USB 2.0 ports.

I have not been using the charging port., but when I try to add a 12th USB device, I get a "USB controller resources exceeded" message.

I had a previous post about this docking station:
Surface Docking Station USB 3.0 port connected directly to a Disk Burner behaves non-deterministically which was resolved by running the burner from the hub only.

I am thinking they might be related - perhaps the docking station power supply is not up to it's supposed rating?

Thoughts?
