You could simply plug it into your Surface, and see if it will change. If this is a non-Microsoft charger, that could be a risky move. However, the "Microsoft Japan Co, LTD" label suggests this charger was made my Microsoft.
If I were you, I'd probably just plug the charger in and see if it works. On the other hand: That you're asking on a forum, rather than just plugging-it-in, suggests that you've seen some red flag. Some sign that this charger may damage your Surface. Have you?
