I was having the same problem on my surface book 2. I fixed it by going to regedit HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Class\{e0cbf06c-cd8b-4647-bb8a-263b43f0f974}\0000 and go inside right click >new>String Value and name it PnPCapabilities and set value 24. save and restart...
