My Surface rt wont update and cannot download apps from the store

My Surface rt wont update and cannot download apps from the store
As the title says im not able to update windows or update/download apps from the store. I have spent weeks looking at 100 of different sites and trying numerous things nothing seems to work DISM finds nothing SFC Scan finds nothing Troubleshooter finds 2 problems and says it fixes them but...- Depth Charge
