It probably won't. Using BatteryBar Pro when I've seen the "plugged in, not charging" message, BatteryBar Pro shows that there's a net discharge rate so if the internal battery was zero the surface wouldn't run.- MKWM

It doesn't run solely from the external battery, it will still drain your internal battery, just slower than when it's unplugged. That's the main issue- MKWM

reading books via kindle app on surface 3
Been reading quite a lot on my S3 since my SHIELD tablet has been put away while I wait for a replacement. The aspect ratio of the S3 is great for reading in portrait mode! Any 3rd party charging cables work?
The charging cables from my OnePlus One, Nvidia shield tablet and logitech peripherals all work fine. Had the "plugged in, not charging" problem once with a 2A power bank but other times they worked fine- MKWM
