I changed the DNS and this did the trick! I can now access PayPal only on Google Chrome but that's good enough for me :) Thank you!!

No antivirus or firewall has been installed by me- i have only had this SP3 for 2 days. Not sure if Microsoft have any on the SP3 from new>? Modem is mine not provided by ISP.

Just spoken with westnet- they jumped on remote access. Confirmed it is nothing in my modem settings and appears to be a security issue. The lady from westnet would type ping paypal.com in command prompt and it would time out. She tried another secure website (a bank) it also timed out, lastly...
