I'm in the UK, just tried amazon prime instant on my surface 2 - having the same issue :-(

I guess so - but it IE had a method of altering the behaviour when i need it (through some sort of gesture perhaps) that would have been an awesome workaround

Is there a way around this...? If I have a dragable item on a web page and try to drag it downwards (like the tiles in an online scrabble game), IE scrolls the page instead - is there anyway to change from scrolling to dragging somehow? I end up having to use the mouse/touchpad instead.
