Can you post your maximum CPU temperatures when this test has ran? (use HWmonitor) I have a feeling mine will be thermal throttling during the test and bringing the result down.

I have ran this test 3 times now and still cannot get over 3900. My surface is exactly the same spec as yours. How did you do it?

My i7 SP is the same. Any kind of high cpu load (prime or cpu stress test) will make the temperatures hit 100c within about 30 seconds until it thermal throttles. The fan doesn't come on immediately either, always after a minute or so of high load and when it finally does rev up it doesn't...

I think its an entirely different program. I haven't actually used passmark yet, will check it out. You can get the free versions of 3Dmark06, Vantage and 3dmark11 from futuremark's site. (Look under legacy benchmarks) These have a much smaller filesize than the newer one.

What version of the SP4 have you got? On my i7 version if it is under high load the standard 36w adapter doesn't provide enough power to charge the SP at the same time. So mine would also stop charging until the the tablet was back to low load. I bought a 65w adapter for this reason and now...

My SP4 i7 only throttles when it is using the GPU by way of power limit throttling. If it is using the CPU alone it will maintain its max turbo speed indefinitely with no throttling.

Glad to hear it. Mine had a few issues to start with but after restoring with usb image and updating to the latest Intel HD driver it has been fantastic and now has none of the issues it had before.

Not in my experience. If I bought it from a UK store I would of got 1 year warranty. That is the norm here. But, when I registered my US version with MS it says I have warranty and support until Feb 2018 - over 2 years.

No it came with a US power lead in the box. but I already had a uk cable from my old SP2. The seller included a free US to UK 2 pin to 3 pin travel adapter with the package.
