For the Pen, change the AAAA Battery. Worked for me, had same issue. I also enabled Hyper-V in the beginning to get the performance profile. Started getting random crashes, bluescreens, and wifi problems. After refresh, everything was fine again.

You actually don't have to speak to anyone. If you feel like you have an issue that warrants an exchange, go to the support site and initiate an advance exchange. You'll get a new surface in a couple of days.

I tried going into pen properties and unchecking "Allow windows to turn this device off to save power" but when I do that, it immediately Blue Screens, every time.

When I'm using the Surface Pen, every few minutes, sometimes more frequent, it would stop responding. The screen doesn't update at all from the pen. Touch input still works. After about 10 to 15 seconds, the Pen starts working again. The Purple button still works when the pen is not recognized...

Get a decent AC router and you'll be amazed by the speeds you get. I used to have a linksys E3000 and had wifi drop issues. I got myself a netgear R7000 AC router and my speeds went from ~100mbps to 866mbps and never any wifi drops. Make sure to use a 5Ghz band when connecting.
