I think it's like @GreyFox7 said, more about the codec. I have a SP3 i7 with 8GB RAM, but the SP4 is a better machine overall and people can play 4k video on Surface 3 Atom. Perhaps someone with a SP4 i5 4GB can chime in to confirm, but I think you'll be able to play videos fine.

I'm able to play 1920x800p movies on my SP3 (core i7) with no problem.

Files are stored on the PC and copied to OneDrive cloud and kept updated (sync'd) if you make changes to them. But, as the dialog box above says, they take up space on your PC.

I was under the impression that files that are Sync'd exist both on both your SSD on the PC and the cloud and that files or folders not Sync'd would be on OneDrive cloud only.

You can also launch the camera app, take a picture and then tap the photo icon in upper left corner which opens the last phot you took, tap-and-hold to bring up context menu and pick copy, then paste it into OneNote, or any app. I use Foxit Reader for pdfs.

Perhaps you should provide more info. What OS are you running, what pen drivers (have you tried removing them and let Windows re-install them?), what apps does the pen not write in (OneNote, Windows Ink, Photoshop, all?), does the pen tip act as a mouse moving cursor around?

@hughlle's right, though one might type faster, handwriting notes results in better retention. Plus you can take notes right on a PowerPoint slide or pdf page. I also use the pen to mark up PowerPoint slides I'm presenting when giving a lecture and also when teaching I use OneNote as a whiteboard.
