I think there is something wrong with Windows Hello on the nSP. I have retrained it about 5 times and it will work a few times right after... then never again, even in the same location and lighting. I never had this problem with the SP4. I've also seen this mentioned in some of the reviews...

Well I finally got my original order canceled, and some how ended up with a free new type cover since they had already shipped it to me and then for some reason issued a refund on that (prior to the order being canceled).

If you did a full reset (reload Windows 10 to out of the box state) and its still doing it, then it sounds like its hardware.
