    Here you go I use mine with the Surface Pro 3 dock not the newer one. It does not drain unless you are gaming since the SP3 dock charger is only 50 watts. When gaming, the SP consumes a bit more than that.

    Sustained load is what matters. 1.239 peak max and 1.15% load is 100% OK to me. BTW, even gaming doesn't subject the CPU to extreme test like XTU or IPDT so you're perfectly fine.

    ^ Do voltages stay at that point for a while. I'd worry if that is sustained voltage though since it's still high. Normally, @ 1.351 V, a good overclocking i7 desktop chip would've hit at least 5 GHz. No reason for a 3.8 - 4 GHz overclock to reach 1.351 volts

    Did you set the power plan to best performance? This keeps the CPU frequency at max turbo which is 4-4.2 GHz for the 8650u chip

    I like the program that they use (TS Bench from Throttlestop). I had to try it to my Surface Pro and was impressed that it literally maintained 25 watts (3.7-3.8 GHz on both cores @ 100% load) for the whole 1024 computation which took 455 seconds.     Hopefully, not all SB2 units are like that. At least with Surface Pro I still have 35 degrees left before it fails, and yes I've run it twice consecutively.

    Crazy voltages there. As for OP, definitely exchange his unit. The i7 in my Surface Pro only goes up to 1.2 V at 4.0 GHz

    Sounds like the thermal isn't working like it should. I'd run Cinebench on it for 3x and see if it throttles. If it is, I'd try to bring a USB drive with Cinebench on it, go to the nearest MS store and try running Cinebench there to check if it's just your computer or all SB 2 are affected.

    The OP has not updated his Windows to 1709 version. There's really no way to avoid fan ramping up on gaming unless throttlestop program works to limit the CPU frequency to 1.5 GHz or less when gaming.

    Playing a game makes the CPU work near its max so it's supposed to heat up and the fans are supposed to keep it from melting the chassis. Maybe you can use a USB fan to keep the back cooler.

    Check if you recently unchecked "Allow Windows to turn off this device to save power". This must be checked for proper Bluetooth operation after aeroplane mode
