I believe it stays the same color Usually when you get a product, it is half charged sometimes. To be safe you can turn it on while it is charging. So it's safe to turn it on and start playing with it =)

if you jailbroke your surface, you have access to tightvnc, though I'm not sure how the performance would be what do you exactly need to do

can you shut it down by holding the power button until it shuts off. Then try to turn it back on? If not you may have to refresh the surface.
