Welcome. From my experience, this is not normal. It sounds like it might be an idea to either do a system reset, else reinstall all touch and pen drivers. It would be interesting to see whether this issue existed prior to the installation of photoshop

Not sure if it would help but have you tried giving the port and plug a good clean? My partner had an issue with the charger due to some stuff that had gotten in the charging port.

As above, welcome. You may find that your machine speeds up a bit after a few days. When first used, windows will spend a while doing a lot of work in the background.
