Already did that... get the red screen on boot, and only option to enable TPM and Secure Boot

So I was able to get a ghost image of my Surface. I need to put it back. I boot into a custom PE image, run ghost and restore the image. However, when it boots, it just goes back to the UEFI BIOS screen. I tried making part 1 and part 2 active, but no joy. What am I missing? FWIW - I can image...
